Foundations in Local Government
Build the Knowledge and Skills to Lead in Local Government
The Foundations in Local Government certificate program is designed for elected officials, municipal employees, appointed officials, and individuals interested in gaining a deeper understanding of municipal governance in Pennsylvania.
Through more than 40 hours of instruction, participants develop the operational, leadership, and decision-making skills needed to serve their communities effectively. The program provides a comprehensive foundation in local government administration while helping participants strengthen their ability to navigate the challenges and opportunities facing today's municipalities.
Participants may also expand their expertise through specialized elective tracks focused on key functional areas of municipal government.
Program Background
The Foundations in Local Government certificate program was developed through a partnership between Penn State's Division of Continuing Education and CiviLink, LLC, a Pennsylvania-based municipal government software and consulting firm. The program framework was designed by CiviLink co-founder Ben Kafferlin to provide practical, relevant training that addresses the evolving needs of local government professionals.
The Pennsylvania Municipal League (PML) played an important role in the program's development. PML members participated in the pilot phase, helping evaluate the initial courses and providing valuable feedback that informed the program's refinement and launch.
Program Structure
The program begins with a 10-course, 40-hour core competency certificate that provides foundational knowledge in local government operations, leadership, and public service.
Upon completion of the core curriculum, participants can pursue elective coursework in specialized areas, including:
- Accounting and Finance
- Human Resources and Labor Relations
- Operations Management
- Public Works
- Additional municipal service and leadership disciplines
These elective pathways allow participants to customize their learning experience to align with their professional responsibilities and career goals.
